Identifying himself as “Cecil B. Moore” after giving a sideways glance to the avenue of the same name, a North Philadelphia resident said he’s heard of the “stop and frisk” policy. In fact, the unidentified man, who spoke on the condition of anonymity, said he has been on the receiving end of the policy multiple times.
“[The police] definitely beat me up a couple of times,” he said.
But the worst incident occurred when an undercover cop chased him on his bike after he shook hands with a friend near Susquehanna Avenue.
“I wasn’t selling drugs, but they just assumed by the looks of things,” he said.
After a block, the undercover policeman caught up with him and forced him to bend over while saying, “Let me see the sunshine,” the man said.
“It was broad daylight, but they handcuffed me [and] beat me up and kicked me,” he said.
Detained, the police later found seven grams of crack cocaine and a bag of marijuana on him.
Though the man admitted to breaking the law, he said he doesn’t condone the way certain police officers behave.
“They f— with people when they want to,” he said. “They don’t have a monitor on them watching them every second of the day like we do.”
