Officers’ total pay more than just salaries

Temple University’s officers are compensated in three categories: salary, other pay and bonuses.

Salary is subject to an annual raise set by President David Adamany and approved by the board of trustees. All officers received a 3 percent raise for the 2003-2004 academic year.

Other pay is compensation for expenses and is not subject to an annual raise. In the past, board of trustees records broke this pay down into specific expense line items such as dependent tuition, but no longer does so. These figures were last broken down by board of trustees records in June 2000.

Adamany said the other pay line items “are still in place.”

This other money did not have to be used for its stated purpose, according to Martin Dorph, Temple’s chief financial officer and treasurer. Most of the other pay was listed with the words “or supplement,” meaning it was discretionary and did not have to be used for the stated expense.

“This money is paid out whether or not the specific purpose is met,” Dorph said. “It means that you get the money whether you need it for the tuition or not.”

The third component of pay, bonuses, is set by Adamany. The bonuses, called one-time supplements, are recommended by Adamany and approved by the board of trustees. The president does not recommend his own bonus, which is set by the board.

Adamany said he sets the bonuses according to three criteria: performance on goals set for the year, how well officers dealt with surprise issues during the year and the quality of administrators recruited by the officers.

Ten of the 12 officers received a bonus at the end of last year. The bonuses ranged from 6 to 10 percent of their 2002-2003 academic year. The amount of each bonus and who receives them varies from year to year, according to board of trustees records.

Bonuses for this year have not been set.

Here is how each officer’s pay for this year breaks down:

David Adamany, President
Salary: $410,170

Adamany’s other pay includes $25,000 for tuition reimbursement or supplement, $5,000 for travel or supplement and a $9,000 car allowance. In addition, he has a University-owned car at his disposal. The University purchased a $1.25 million condominium on Rittenhouse square in 2001 for Adamany. He pays an estimated $5,250 a month to Temple in rent for the condo. Although Adamany and other university officials will not confirm this figure, they have not disputed it.

Clarence Armbrister, Senior Vice President
Salary: $246,170
Other Pay: $6,000
Total Pay: $252,170
2002 Bonus: $0

Armbrister oversees the university’s administrative departments, such as Student Affairs, Facilities Management and Computer Services. A breakdown of his other pay was not available. He did not receive a bonus in 2003.

William Bergman, VP for Campus Safety

Bergman oversees campus safety, including Temple’s police. His other pay includes $5,000 for travel or supplement and a $6,000 car allowance.

Moore is the University’s lawyer and also serves as the secretary to the board of trustees. His other pay includes $20,000 for teaching in the law school, $10,000 for travel or supplement, $15,000 for tuition or supplement and a $6,000 car allowance.

Timothy O’Rourke, VP for Computer Services
